the whole note, or semibreve, is always four beats. the length of a note does not change based on the time signature. i can only imagine the confusion if it did!it is one of the reasons that i don't quite like the term 'whole note'. it only makes sense in 4/4 or similar time signatures. that, and i'm not american, so it sounds strange anyway. the only exception is that the whole note rest can be used as a whole bar rest in any time signature, except 4/2 (as neil meyer mentions in the comments), and any other obscure ones that i've forgotten about. i'm sure someone will comment if that's the case.
